Both are critically important but play different roles, while working together, in achieving success. Strategic managers tend to look at things from what is referred to by many as the 30,000 ft. level, while others see from the ground, or operational level. Both must have some sense of ”forward thinking” but it is difficult to assess and stay focused on the big picture when one is entrenched in daily operations.
